Abstract

This research aimed at examining the effectiveness of the management information systems and leadership strategic skills on improving the decision-making process among the leaders of higher education institutions in the Sultanate of Oman, identifying the levels of practice of management information systems, leadership strategic skills, and decision-making process. The research also sought to verify whether the management information systems have a direct effect on improving the decisionmaking process and leadership strategic skills, and between the two factors. Besides, The study also aim to verify the existence of an indirect effect among the leadership strategic skills with both management information systems and decision-making process. The research community consisted of the administrative employees working in the governmental and private higher education institutions who use management information systems from various govemorates in the Sultanate of Oman, while the research sample included (365) employees. The researcher adopted the descriptiveanalytical approach. In which, the questionnaire was used as the research tool and its validity and reliability were verified. The structural model equation (SEM) was used to answer the questions and hypotheses of the study; Accordingly, the research achieved several results, most importantly, the management information systems have a direct and positive impact on the decision-making process and medium impact on leadership strategic skills among the leaders of the higher education institutions in the Sultanate of Oman. The research also concluded that the strategic skills affect the leadership strategic skills; indicating that the management information systems have a direct and strong effect on the leadership strategic. Hence, the leadership strategic skills have a direct and strong effect on the decision-making process, In which, whenever the administrative information is available, accurate and objective decisions could be taken, as the sufficient information required for decision-making process is available. Considering the previous results, the research recommends providing a work environment equipped with advanced electronic devices to implement information systems in higher education institutions to contribute to the decision-making process and enhance the leaders' strategic skills in the Sultanate of Oman.
