dc.description.abstractThe Republic of Maldives faces distinct educational challenges arising from its extreme geographic dispersion and the imperative to ensure equitable, high-quality secondary education across its 186 islands. Despite sustained government investment and policy reforms, secondary school performance remains uneven, with persistent concerns regarding students’ academic outcomes and holistic development. Although international scholarship underscores the critical role of school leadership in shaping educational quality, empirical evidence from the Maldivian context remains limited, particularly regarding how leadership practices interact with teachers’ pedagogical skills to influence school performance. Addressing this gap, the present study examined the relationships among Strategic Leadership Practices, Distributed Leadership Practices, Teachers’ Pedagogical Skills, and School Performance in Maldivian secondary schools, with a specific focus on both direct effects and the mediating role of pedagogical skills. A quantitative, non-experimental, descriptive–correlational design was employed. Data were collected through a cross-sectional survey administered to a stratified random sample of 372 school leaders, including principals, deputy principals, and heads of departments, drawn from secondary schools across 20 atolls. The study utilized a validated questionnaire adapted from established instruments, and the proposed measurement and structural models were tested using Structural Equation Modelling (SEM) with AMOS software. The findings indicate that Strategic and Distributed Leadership Practices are implemented at moderate levels, while Teachers’ Pedagogical Skills and overall School Performance are perceived to be high. SEM results reveal that both leadership styles exert significant positive direct effects on school performance. Moreover, teachers’ pedagogical skills significantly mediate the relationships between both leadership practices and school performance. Notably, Distributed Leadership demonstrates a stronger influence on pedagogical skills than Strategic Leadership and yields a more substantial indirect effect on school performance. The study concludes that while strategic leadership provides essential direction, a distributed leadership approach that empowers teachers plays a more decisive role in strengthening pedagogical competence and enhancing school performance. These findings offer robust empirical implications for educational policymakers in the Maldives, emphasizing the need to prioritize professional development initiatives that foster collaborative leadership and pedagogical autonomy to sustain long-term school improvement.
dc.description.abstractarabicتواجه جمهورية المالديف تحديات تعليمية فريدة ناتجة عن التشتت الجغرافي الشديد وضرورة ضمان تعليم ثانوي عادل وعالي الجودة عبر 186 جزيرة. وعلى الرغم من الاستثمارات الحكومية المستمرة والإصلاحات السياسية المتعددة، لا يزال أداء المدارس الثانوية غير متسق، مع وجود مخاوف مستمرة تتعلق بالتحصيل الأكاديمي والتنمية الشاملة لخريجي المدارس. ورغم أن الأدبيات الدولية تؤكد الدور المحوري للقيادة المدرسية في تحسين جودة التعليم، فإن الأدلة التجريبية في السياق المالديفي لا تزال محدودة، لا سيما فيما يتعلق بكيفية تفاعل أنماط القيادة مع المهارات التربوية للمعلمين في التأثير على أداء المدارس. وانطلاقاً من هذه الفجوة البحثية، هدفت هذه الدراسة إلى فحص العلاقات بين ممارسات القيادة الاستراتيجية، وممارسات القيادة الموزعة، والمهارات التربوية للمعلمين، وأداء المدارس في المدارس الثانوية بالمالديف، مع التركيز على التأثيرات المباشرة والدور الوسيط للمهارات التربوية. اعتمدت الدراسة منهجاً كمياً غير تجريبي ذا تصميم وصفي–ارتباطي. وتم جمع البيانات من خلال استبانة مقطعية وُزعت على عينة عشوائية طبقية مكونة من 372 من القيادات المدرسية، شملت مديري المدارس، ونواب المديرين، ورؤساء الأقسام، من المدارس الثانوية في 20 أتول. واستُخدمت أداة بحثية مُحكَّمة ومقتبسة من مقاييس معتمدة، كما جرى تحليل البيانات باستخدام نمذجة المعادلات الهيكلية (SEM) عبر برنامج AMOS لاختبار نماذج القياس والبناء الهيكلي. وأظهرت النتائج الوصفية أن ممارسات القيادة الاستراتيجية والقيادة الموزعة تُمارس بمستوى متوسط في المدارس المالديفية، في حين أُدركت المهارات التربوية للمعلمين وأداء المدارس بمستويات مرتفعة. وأكدت نتائج نمذجة المعادلات الهيكلية وجود تأثيرات مباشرة إيجابية ودالة إحصائياً لكلٍ من القيادة الاستراتيجية والقيادة الموزعة على أداء المدارس. كما تبين أن المهارات التربوية للمعلمين تلعب دوراً وسيطاً معنوياً في العلاقة بين نمطي القيادة وأداء المدارس. وعلى وجه الخصوص، أظهرت القيادة الموزعة تأثيراً أقوى على تنمية الكفاءة التربوية للمعلمين مقارنة بالقيادة الاستراتيجية، كما كان تأثيرها غير المباشر على أداء المدارس أكثر بروزاً. وتخلص الدراسة إلى أنه في حين توفر القيادة الاستراتيجية توجهاً ضرورياً، فإن تبني ثقافة قيادة موزعة تُعزز تمكين المعلمين يمثل المحرك الرئيس لتحسين المهارات التربوية ومن ثم الارتقاء بأداء المدارس. وتوفر هذه النتائج أساساً تجريبياً مهماً لصانعي السياسات التعليمية في المالديف، يدعم توجيه جهود التطوير المهني نحو تعزيز القيادة التشاركية والاستقلالية التربوية لتحقيق تحسين مدرسي مستدام.
