dc.description.abstractIntegrating halal principles into Yogyakarta’s tourism industry presents significant challenges and opportunities. Local businesses face issues such as non-standardised practices, certification costs, and supply chain complexities, further complicated by a lack of tailored policy frameworks for halal tourism in the region. Despite these barriers, the sector demonstrates substantial growth potential driven by global Muslim travel trends and Yogyakarta's rich cultural heritage. This research aims to evaluate existing governmental policies on halal tourism, assess the integration of halal principles within local business practice, examine consumer expectations of halal tourism offerings, develop operational strategies for incorporating halal values while preserving cultural identity, formulate policy recommendations, and create a strategic framework to enhance localised halal tourism business practices by integrating ethical, cultural, sustainable, and halal values. By employing a qualitative methodology, specifically semi-structured interviews with government officials, businesses and entrepreneurs, and tourist, this research uncovers key insights leading to the development of the Holistic Halal Tourism Development Model (HHTDM) and the Holistic Halal Tourism Business Practices Framework (HHTBPF). These frameworks provide comprehensive guidelines for integrating sustainable and culturally sensitive halal practices, enhancing service quality, ensuring compliance with halal standards, and promoting economic growth and cultural preservation. The study reveals that consumer preferences emphasise the need for transparent halal offerings, high service standards, and authentic cultural experiences. Insights from stakeholders, including government officials and local communities, shed light on policy effectiveness and community engagement strategies. Additionally, innovative business strategies, such as staff training and technological advancements, are identified as critical for improving service delivery and customer satisfaction. This research makes an original contribution to the field of halal tourism by addressing existing gaps and offering a strategic foundation for developing a resilient and sustainable halal tourism sector in Yogyakarta. The findings align with ethical, cultural, and religious values, providing practical implications for policymakers, business owners, and the wider tourism industry.
dc.description.abstractarabicيمثل دمج مبادئ الحلال في صناعة السياحة في يوجياكارتا تحديات وفرصًا كبيرة في آنٍ واحد. تواجه الأعمال المحلية العديد من الإشكالات مثل الممارسات غير الموحدة، وتكاليف الحصول على الشهادات، وتعقيدات سلسلة التوريد، وكل ذلك يتفاقم في ظل غياب أطر سياسية مصممة خصيصًا للسياحة الحلال في المنطقة. ورغم هذه العوائق، يُظهر هذا القطاع إمكانيات نمو واعدة، مدفوعة باتجاهات السفر العالمية للمسلمين، وبما تمتاز به يوجياكارتا من إرث ثقافي غني. تهدف هذه الدراسة إلى تقييم السياسات الحكومية الحالية المتعلقة بالسياحة الحلال، وتحليل مدى تكامل مبادئ الحلال في ممارسات الأعمال المحلية، واستكشاف توقعات المستهلكين تجاه العروض السياحية الحلال، وتطوير استراتيجيات تشغيلية تدمج القيم الحلال مع الحفاظ على الهوية الثقافية. كما تسعى الدراسة إلى صياغة توصيات سياسية وإنشاء إطار استراتيجي لتعزيز ممارسات السياحة الحلال المحلية من خلال دمج القيم الأخلاقية والثقافية والمستدامة والحلال. اعتمد البحث على منهجية نوعية من خلال إجراء مقابلات شبه منظمة مع مسؤولين حكوميين، وأصحاب أعمال، ورواد أعمال، وسياح. وقد أفضى التحليل إلى تطوير نموذج شامل لتنمية السياحة الحلال (HHTDM) وإطار ممارسات الأعمال السياحية الحلال الشاملة (HHTBPF). وتوفر هذه الأطر توجيهات متكاملة لدمج ممارسات الحلال المستدامة والحساسة ثقافيًا، مع تحسين جودة الخدمات، وضمان الامتثال للمعايير الحلال، وتعزيز النمو الاقتصادي والحفاظ على التراث الثقافي. تكشف الدراسة أن تفضيلات المستهلكين تُبرز الحاجة إلى شفافية في عروض الحلال، وارتفاع معايير جودة الخدمة، وتقديم تجارب ثقافية أصيلة. كما تسهم الرؤى المستخلصة من أصحاب المصلحة، بما في ذلك المسؤولين الحكوميين والمجتمعات المحلية، في توضيح مدى فاعلية السياسات واستراتيجيات إشراك المجتمع. وعلاوة على ذلك، تم تحديد الاستراتيجيات التجارية المبتكرة، مثل تدريب الموظفين والتطورات التكنولوجية، كعوامل حاسمة لتحسين جودة تقديم الخدمات ورفع مستوى رضا العملاء. تُشكل هذه الدراسة إسهامًا أصيلًا في مجال السياحة الحلال من خلال معالجتها للفجوات القائمة وتقديمها لأساس استراتيجي يُمكن من تطوير قطاع سياحة حلال مرن ومستدام في يوجياكارتا. وتتسق النتائج مع القيم الأخلاقية والثقافية والدينية، مما يوفر دلالات عملية لصنّاع السياسات، وأصحاب المشاريع، والمعنيين في صناعة السياحة على نطاق أوسع.
