Abstract

Bangladesh possesses considerable potential to capitalize on the expanding global halal market, presenting a significant opportunity for economic growth. However, the absence of internationally recognized Halal Certification Bodies (HCBs) severely hampers the country's ability to effectively export halal-certified products, many of which are frequently rejected in international halal markets. This study critically examines the current status of Bangladeshi HCBs, evaluates their alignment with global standards, and explores strategic pathways to achieve global recognition. Utilizing a qualitative research approach, the study draws on document analysis and in-depth interviews conducted with representatives from two public and two private HCBs in Bangladesh. The findings underscore notable disparities in the capabilities of Bangladeshi HCBs. The Bangladesh Standards and Testing Institution (BSTI) exhibits robust technical expertise and management systems but lacks integration of Shariah principles and international accreditation. Conversely, the Islamic Foundation Bangladesh (IFB) strongly adheres to Islamic principles but suffers from inadequate technical resources and limited market reach. Private entities, including Halal Bangladesh Services and Halal Certification Bangladesh, exhibit adaptability and sectoral knowledge but face significant technical competencies and challenges in global recognition. Key strategic recommendations for overcoming these limitations include fostering international collaborations, strengthening technical and Shariah expertise, diversifying service portfolios, and aligning with globally recognized halal standards such as those of JAKIM and the GCC. This study advocates for adopting a unified national halal standard, enhanced collaboration among HCBs, and robust government support to fortify technical and managerial capabilities, thereby enhancing global competitiveness. By addressing these deficiencies, Bangladeshi HCBs can attain global recognition, unlocking the nation's potential within the lucrative halal market and contributing substantially to its socioeconomic development. This research offers critical insights for policymakers, industry stakeholders, and academia to elevate Bangladesh's halal certification framework to a globally competitive level.
