Abstract

This study examines the concept of Bayt al-Mal in Islam and the its practical in Selangor which is under Jabatan Agama Islam Selangor. It focuses on the establishment. development, objectives and functions of Bayt al-Mal. It attempts to study its administration, finance and funds management by highlighting the problems faced by this institution. This study employs historical methodology, textual analysis and field research approach. Related and relevant material like books, pamphlets, reports and publications are reviewed and critically analyzed. Data are also obtained from the internet. particularly the Jabatan Agama Islam Selangor's website and the interviews done with several officers of the Bayt al-Mal. The study found that the Bayt al-Mal foundation is of great theoretical and practical importance, in cultivating and developing the Islamic economy and solving Muslim ·s financial and economical problems. The extend of Bayt al-Mal success in organizing and conducting it resources and finances is highlighted evidently. It is also clear that the causes of the problems basically come from the Bayt al-Mal itself and Muslim's ignorance and unawareness of this institution. The duty and obligation of solving the problems is not merely Bayt al-Mal's responsibility. Both the government and Muslim societies are supposed to be committed in this task.
