The study is conducted through investigation and analysis of the research problem, which is that the strategic planning in Islamic state affairs has a significant impact on the achievement of Islamic civilization. The researcher chooses the period of Umar Ibn Al-Khattab, may God be pleased with him, in order to benefit from his strategies in conquering Iraq and Egypt, imposing tax on a part of Iraq, known as Sawad of Iraq. His approach, may God be pleased with him, is explored and his strategy is analyzed in term of forbidding senior Companions from marrying the Kitabiyyat. the study also shows his strategy in dividing the districts and organizing the state strategically and politically. Besides, the study clarifies the administrative development features, including the development of the judiciary, divans, justice and Shura. Furthermore, the role of Umar Ibn Al-Khattab is discussed in terms of managing the regions, the conditions he followed in appointing the governors and workers. Moreover, the study clarifies the benefits of the Islamic civilization model in his reign to the present time. The study adopts the inductive method and the descriptive analytical method. The study finds a set of results, the most important of which are,(1) strategic planning in state affairs has a great impact on building Islamic civilization,and (2) the strategic planning model that was followed by Umar Ibn Al-Khattab is still valid and can be revived. It can be activated in order to benefit from it to organize strategic planning in the Islamic state, and to resurrect civilization after solving the problems that the Islamic nation is currently suffering from.
