    The study aimed to identify the administrative efficiency in the era of Omar bin Abdul Aziz, may Allah be pleased with him. It explains the concepts of administrative efficiency, management in Islam and the Islamic administrative thought, efficiency, and the methods used by Omar bin Abdul Aziz, in developing administrative competencies in the Islamic state. In addition, the study explains Omar's policy in state administration and appointing of governors and judges, and his methods in reforming the financial management. The importance of this research lies in its focus on the importance of knowing the methods by which states advance and achieve interests and close the doors of corruption, guided by the foundations oflslamic civilization, especially the caliphate of Omar bin Abdul Aziz. As well as the importance of revealing the shortcomings in the mechanisms used to develop competencies in our contemporary reality. The researcher followed the descriptive approach, which depends on the method of induction and analysis, as well as on the comparative approach. The study presents and analyzes the methods of developing administrative competencies in the modern era. This research reached several results, the most important of which are: (1) The distinction of Omar bin Abdul-Aziz's administration, may Allah be pleased with him, and his guardianship of Muslims. From the administrative model that we seek to crystallize and highlight. (3) The leadership qualities that Omar bin Abdul Aziz possessed, and the administrative principles that he applied, are in their entirety qualities and principles that were based on characteristics, foundations and Islamic principles and principles, comprehensive and comprehensive. ( 4) Attributes of Omar bin Abdul Al-Aziz and his principles and administrative applications, are a unique model, in idealism, realism, and success. Through the results of the study, it recommended a set of recommendations, and suggested a set of sci en ti fie theses through the content of the study.
