This study aimed to develop a computerized language proficiency test for Arabic as a foreign language. The study attempted to answer the following main question: What are the operational steps to develop a computer-based standard test for proficiency in Arabic for the intermediate level (B), using the Common European Framework of Reference for Languages (CEFR). The researcher has used a hybrid research method, combining the descriptive analytical method, the development research methods and the semi-experimental design. Research population was adult learners of Arabic who are not speakers of Arabic. To answer the main research question, the researcher has prepared a list of the language skills for the intermediate level, brought out from a number of resources, and judged it by linguistic and educational experts. The researcher also has developed the needed technical considerations for building a Computer-Based-Test (CBT) for Arabic as a foreign language, through analysis of a number of international standards for developing, implementing and evaluating computerized and Internet web-based tests. The researcher also analyzed a number of language proficiency tests in English and Arabic to conclude the ways of assessing different language proficiency skills, and the items and tests durations. Based on the mentioned steps above, the researcher built the testing content, and in parallel developed the computer software, then loaded the content into the software, got it judged, then tested it on a purposive sample of twenty male and female test-takers. The researcher then readjusted the test upon the results of the experiment, then re-conducted the test on another purposive sample of thirty male and female test-takers. The researcher analyzed test-takers' answers through statistical processing using the Statistical Package for the Social Sciences (SPSS) software to determine the psychometric properties of the test as to its validity and reliability. The statistical processing proved the validity of the test. The study recommended making other models of it, a web-based model, and suggested the development of a general test of proficiency in all levels of Arabic, and the establishment of an international Arabic language testing organization.
