    This research looked into developing citizenship or nationhood values to achieve protective security. Both the descriptive analytical method and the questionnaire as a tool to collect data was used in this research. This was applied randomly on 375 students from engineering college and the college of arts at the Sultan Qabous and Sahar universities of 2019. The statistical methods used to analyze the data is the research was Cronbach's alpha, frequencies, arithmetic means and percentage, and the Standard deviation though SPSS Statistics. The results revealed the level of practicing the citizenship values is high in both universities. The research concluded that the most changeable thing the students face while practicing citizenship values is the increase of employment seeking among university graduates and the deficiency in financial supervision and lack of management oversight in institutions which could generate nationhood values. Another conclusion that there is a significant statistical difference in practicing citizenship values attributed to a variable of the students major especially the literary college's students. And these attributes are: Gender, age and academic major. The research suggested an effective training program to activate and ensure the university's role in ethical citizenship values progressing and backing up and strengthening the protective security. And how important to establish and achieve it in Oman. Encouraging the a strong belief in nationhood behavior among Omani's society inside and outside the country by balancing personal and collective duties through tolerance, justice, social responsibility, participation, respect for law and order, justice and equality as well respect human rights.
