Abstract

This research aims to explore the degree of ethical-leadership practice and its relationship to organizational commitment and administrative creativity among principals of primary schools, from the point of view of teachers in Al Dakhiliyah Governorate in the Sultanate of Oman. To achieve this, the researcher used a descriptive-analytical method. The researcher prepared the ethical-leadership scale using 22 items on ethical leadership, 15 items on organizational commitment, and 15 items on administrative creativity. After verifying its validity and reliability, the scale was applied to a research sample of 702 teachers. To answer the research questions, the researcher used means and standard deviations, t-test, one-way analysis of variance, and Pearson's correlation coefficient. The results show that there was a significant positive relationship between the degree of ethical-leadership practice and the level of organizational commitment and administrative creativity. The results showed also that the degrees of ethical-leadership practice, organizational commitment, and administrative creativity were very high. About the practice of ethical leadership by school principals, it was found that there are significant differences between genders in favor of women. On the other hand, there were no significant differences according to job experience and educational qualification. Regarding the practice of organizational commitment among school principals, there were statistically significant differences between genders in favor of the female principals. As for moral commitment, the results did not show statistically significant differences, but there were statistically significant differences concerning the job experience variable. There were no statistically significant differences for the educational qualification variable. Regarding the practice of administrative creativity among school principals, it was clear that there were significant differences between genders in favor of the female category, whereas there were no significant differences according to job experience and educational qualifications. Considering these results, the researcher presented a set of recommendations, including the need for the Ministry of Education (Department of School Performance Development) to provide training programs and discussion seminars for school principals. The aim is to raise the level of their practice of ethical leadership in addition to developing their organizational commitment and administrative creativity.
