Abstract
The aim of the research is to detect the existence of a direct impact of leadership communication skills on organizational culture, as well as the effect of organizational culture as a mediating variable between leadership communication skills and decision-making. In addition to proving which leadership communication skills dimensions are more effective in decision-making, and which organizational culture dimensions have the most impact on decision-making through building a proposed model linking leadership communication skills as an independent variable and organizational culture as a mediating variable. With decision-making as a dependent variable, for Directors-General from the point of view of middle administrations. To achieve the research objectives, the researcher used the descriptive quantitative analytical approach. The research sample consisted of (293) department directors and their assistants in the Ministry of Education in the Sultanate of Oman. The researcher used three approved international standards: leadership communication skills scale, organizational culture scale, and decision-making scale. The three scales were codified using Cronbach’s alpha stability coefficient. The validity of the tools was confirmed by the validity of the arbitrators and the statements internal consistency. To answer the research questions, the data was analysed, and descriptive analysis was used by extracting the arithmetic means and standard deviations to know the degree to which Directors-General practice leadership communication skills and organizational culture with their employees, and to determine the degree of participation of Directors-General and their employees in decision-making. Path analysis and structural equation modelling (PLS-SEM) were also used, as well as (SMART PLS) program to detect the impact of applying leadership communication skills and organizational culture on decision-making, and to determine which dimensions of leadership communication skills and organizational culture are more influential on decision-making and focus on it to achieve more effective decisions, in addition to proposing the integrated structural model. The measurement model's results confirmed that high stability characteristics characterize the model, and the results of convergent and differential validity indicated the quality of the model and that it measures what was set to be measured. The results showed that the degree of Directors-General
s practice of leadership communication skills and organizational culture with their employees was high to very high, and the degree of Directors-Generals practice of their employees in decision-making was also high to very high. The results also indicated an impact of leadership communication skills on organizational culture among the Directors-General at the Ministry of Education in the Sultanate of Oman. The results also showed an impact of organizational culture as a mediating variable between leadership communication skills and decision-making among the Directors-General in the Ministry of Education. Finally, the results indicated that the leadership communication processes dimensions in leadership communication skills and consistency in organizational culture are more influential than other dimensions in making effective decisions. The researcher reached a set of recommendations, the most important of which are: providing guidelines to the Ministry of Education
s Directors-General to implement better leadership communication skills practices. As well as to support the organizational culture practice among their employees in order to achieve higher levels of better current practices, and to take effective decisions to raise educational institutions ‘efficiency .
