Abstract

There is no doubt that the role of applying the total quality management method in governmental and private institutions is deemed an advanced management method leading to the desired objectives in a shortest way and at the lowest costs, and maintaining the quality of the outputs. This study aims to set national comprehensive quality management standards for cultural & educational institutions in the Sultanate of Oman considering contemporary international standards. According to the nature of this research, a quantitative method was used in collecting the research data and the researcher has developed the study tool “the questionnaire” from 9 main axes, 42 sub-dimensions, and 224 items were distributed to a random sample of (162) samples from the study population which is around (279). according to the Morgan scale, (235) questionnaires were distributed to the study population to keep pace with the confirmatory factor analysis and (225) questionnaires were retrieved including 3 incomplete questionnaires. The researcher has also carried out Descriptive analyses using the SPSS program and the confirmatory factor analysis (CFA) in the AMOS program to verify the validity and reliability of the (cultural standards of Oman) which was called the "Al-Shamakhi model". To illustrate, this model is considered a scientific and academic contribution and a road map for cultural & educational institutions in the Sultanate of Oman considering contemporary international standards. Eventually, the researcher has touched on a number of recommendations for officials in the Sultanate of Oman particularly in cultural institutions, as well as research centers, universities, academics and researchers.
